[jadmin] Trouble granting admin privileges

I had uncommented those at the very beginning, long before I broke down and
wrote the list ;-)

Don't ask me why but everything seems to be working now.  Is there any
chance that this file gets cached and killall -HUP doesn't fully
reinitialize?  I had to killall -TERM and then restart to get it to work.

Oh well.  Thanks for the help.
